THE KILLINGS OF THE TURKANA PEOPLE

Turkana people are among the communities living along the Northern corridor of Kenya, in rift valley province.  They occupy the Turkana County and they depend on pastoralism as they main livelihood, followed by fishing, agro –pastoralism, petty trade, and employment. In terms of citizenship, the depressed, starving, poor and the most insecure people are part of the 40 million strong Kenyans that the constitution of  Kenya in chapter four (4) part 1, section 19; 1, 2, and 3

 

(a), (b), and (c). Chapter fourteen (14) about National security; part 1, section 238 guarantees protection.

Also on the same, the African Charter on Human and Peoples’ Rights;  Articles 1; which state that the Member State of the Organizations of African Unity parties to the present Charter shall recognize the rights, duties and freedoms enshrined in this Charter and shall undertake to adopt legislative or other measures to give effect to them. Article 3; 1). Every individual shall be equal before the law. 2). Every individual shall be entitled to equal protection of the law.

 

Article 22 (1). All peoples shall have the right to their economic, social and cultural development with due regard to their freedom and identity and in the equal enjoyment of the common heritage of mankind.

 

Article 23 (1). All peoples shall have the right to national and international peace and security. The principals of solidarity and friendly relations implicitly affirmed by the Charter of the United Nations and affirmed by that of the organization of African Unity shall govern relations between states.

 

Articles 24: All peoples shall have the right to a general satisfactory environment, favorable to their development.

It is therefore in this observation that we prepare this report to inform our intended legal action against the government’s criminal negligence. The criminal neglect and silence has allowed the Militia from Ethiopia, Uganda and Sudan to continually slaughter, massacre and abduct Turkana people.

 

 

1. TURKANA NORTH CONSTITUENCY

TURKANA NORTH DISTRICT

RAIDS’ OCCURANCE ESTABLISHMENT

Turkana north district comprises of four (4) divisions, fourteen (14) locations and thirty eight (38) sub-locations. The district occupies an area of 17,940.10 square kilometers with a population of ———————–and ——————–households. It borders Turkana west district to the west, southern Sudan to the North West, Ethiopia to the north, Turkana central district to the south and Lake Turkana to the eastern wing. Most of the people are pastoralists and settlement patterns are determined by the availability of pastures and social facilities mainly found in urban centers. Under normal circumstances Turkana pastoralists settle in the plains, but during dry seasons they migrate and settle on mountains. These areas are near to the hostile communities such as Dassanach and Nyang’atom of Ethiopia and also Nyang’atom of Sudan which for many years have proved to be the permanent enemies of the Turkana people. During such raids the district experiences loss of life, loss of property, displacements, loss of livestock, destruction of infrastructure namely schools, water and health facilities and disruption of developmental activities.

  1. LAPUR DIVISION,

Main aggressors; Merile another name Dassanach of Ethiopia.

Incident 1; on the 02/05/2011, the Merile of Ethiopia killed/massacred over forty five (45) Turkana women, children and men at Lotiira village. Lotiira village is part of the Turkana North district that is being occupied forcefully by the merile of Ethiopia. This is a fertile land where the Turkana have been cultivating as well as rearing livestock. For the last 6 years, the merile have invaded and taken the land from the rightful owners –Turkana. The people of Todonyang have displaced, and presently are internally displaced persons (IDPs) in Lowareng’ak. They have nowhere to farm or grow crops for their own survival. Despite the fact the Turkana proved helpless in this situation, the merile continue with the killings and one of the most recent took place at usual Todonyang massacre ground on 02/08/2011. The killings started at around 9:00 am and ended at 3:00 pm (7 hrs) and bodies of the deceased persons were laid down at Todonyany memorial park (graveyard) on 03/08/2011 with the help of the catholic priest, CSOs and community members. For the names of the deceased persons refer to the list given below;

Incident 2; on the 05/08/2011, an estimated 1000 well armed merile (Dassanach) militia group raided the Turkana herds of cattle and shoats while drinking water at the shores of Lake Turkana. During this raid, thirteen persons (13) were killed and buried on 06/08/2011 at Todonyang’s massacres traditional memorial park (graveyard) with the help of the catholic priest, CSOs, and community.  The incident occurred at around 1:00 pm, 1.2 kms away from the Kenya police station –Todonyang, 4 kms from Rapid Deployment Unit (RDU), about 6 kms from G.S.U camp and 10 kms away from Todonyang deserted centre. For sure, this raid has left many under destitution, food insecure, many women have been left without husbands (widows), several children are now orphans, and a number of many others have sustained permanent ammunitions’ injuries or developed disabilities. 2. TURKANA CENTRAL CONSTITUENCY

LOIMA DISTRICT,

RAIDS’ OCCURRENCES ESTABLISHMENT

Loima district is made up of two (2) divisions, seven (7) locations and twenty eight (28) sub locations. It has a population of 40,904 with a total of 5,288 households and these are occupants of 9,083.9 square kilometers. The Loima distrct borders Uganda to the west and also Pokot North to the south west axis. It borders Turkana west district to the north, Turkana south district to the south and the Turkana Central district to the East. In terms of insecurity, the Loima community is consistently experience severe attacks from the Tepeth, Matheniko, Dodoth, Uganda Peoples’ Defense Forces (UPDF) and as well as Pokots of both Kenya and Uganda. The areas affected by raids over and over again of course many years includes;-

 

Kotaruk/Epuka always raided by both Kenyan –Ugandan Pokots and Tepeth (they form alliance)

Kang’ole; areas are at all times raided by both Kenyan –Ugandan Pokot and Tepeth.

Lokiriama and Urum; these are areas severely affected by Matheniko, Dodoth, Uganda Peoples’ Defense Forces (UPDF) raids and bombings.

It is therefore worth to note that the occupants of these areas are purely pastoralist, and more so ignorant of their constitutional rights. They are illiterate to take stock of the very many raids perpetrated by hostile neighbouring ethnic groups named above and this has really the given government agents, law enforcers and administrators to sleep on their jobs.

It is because the affected communities from various divisions have not been documenting the raids, livestock raided, people killed, injured, abducted and those displaced, and out of this dilemma, we decided to come up with twenty cases per a division per a start. However, the task force will continue with data collection exercise to the targeted tune of 20 incidences in the entire Loima district.

Loima district incidences establishment per a division:-

  1. LOIMA DIVISION (

Main aggressors; Tepeth, Mathniko & UPDF of Uganda & Pokots from Kenya & Uganda.

 

Incident 1; On 3/4/2006, the Tepeth of Uganda attacked and killed 2 Turkana women, 1 Turkana man and injured 1 another in the process. These people (Turkana) were attacked on their way to food distribution centre at Kalotong’or in Lochor –a-Lomola, sub –location of Lokiriama location. The names of the killed persons are as follows;-

1)     Imana Lopocho –a male aged 36

2)     Lomoe Esin –a female aged 31

3)     Eleman Koki –a female aged 33

Incident 2; On 02/11/2006, The Turkana herdsmen were bombed at Lokipoto by Uganda peoples’ defense forces (UPDF). Lokipoto is on Kenyans side and fifteen kilometers from Kenya –Uganda common boundaries.

Here below is the list of those that were killed during the bombing;

1)     Aboi Papa –a male aged  60

2)     Lochukai Erukon –a male aged 50

3)     Ekuwom Lodet –a male aged 19

4)     Ngachuro –a male aged 17

5)     Eregae Ekimal –a male aged 18

Incident 3; on 31/03/2008, the Tepeth of Uganda raided Lokiriama area and killed the one by the name;

1)     Mr. Ngikaala Lokichama –a male aged 48

Incident 4; on 02/04/2008, the Tepeth of Uganda raided Lokiriama area and killed the one by the name;

1)     Lochuro Nabwalenei –a male aged 40

Incident 5; on 20/10/2008, the Tepeth raiders from Uganda raided the Turkana herdsmen’s kraal at Lokwapi area and killed one by the name;

1)     Chomino Areman –a male aged 28

 

3. TURKANA SOUTH CONSTITUENCY

TURKANA SOUTH DISTRICT

RAIDS’ OCCURANCES ESTABLISHMENT

Turkana South district has three (3) divisions, fifteen (15) locations and thirty seven (37) sub locations. It borders both Pokot central and North in the western axis, Pokot east district in the south west, Loima district in the north west, Turkana central district in the north, and Turkana east district in the eastern wing. With all its insecurity problems, the district has a total population of 226,375 with 28,437 households. It is area in square kilometers stands at 7,358.3. The district experiences permanent raids from Pokots of East and Central districts.  The district experiences higher losses of lives, and livestock every day, month, year compared to other districts in the county. And for more facts, refer to the data established in divisions given here below;

  1. 1.      KAINUK DIVISION,

Main aggressors; the Pokots from Pokot North & Central districts; Kenyans & Ugandans.

Incident 1; On 06/03/2008, the Pokot raiders suspected to be Psingor attacked and killed two people while burning charcoal in Kainuk forest just 3 kilometers from Kainuk police station. The killers have never been brought to book dispute the fact they are Kenyans living in the neighboring county.

Below is list of the killed persons during this incident;

1)     Loyorin Lomudang’amoe –a male aged 47

2)     Long’orot Ebenyo –a male aged 29 years

Incident 2; On 13/01/2008, the Pokot raiders attacked, killed and injured the following persons at loyapat sub –location in Kainuk Division;

  1. Killed; Elizabeth Arot Chopir – a female aged 34
  2. Injured;Emuria Komusia –a male aged 30

Incident 3; On 21/01/2008 the Pokot raiders attacked Kapelbok centre and killed a visitor from Nakukulas by the name;

1)     Lopurucho Akunoit –a male aged 46

Incident 4; On 06/03/2008 the Pokot raiders attacked and killed the following persons at Kainuk trading centre;

1)     Loyorin Lomudang’amoe –a male aged 51 years

2)     Longorot –a male aged 39 years

Incident 5; On 17/04/2008 the Pokot raiders raided Kakong’u village in Kainuk division killing the following persons;

1)     Elukanyang Ebwangin –a male aged 54

2)     Lomatakot Longorikan –a male aged 61

Incident 6; On 30/08/2008, The Pokot raiders raided Loyapat and killed;-

1)     Mr. Lokabale Elukunyang –a male aged 47.

Incident 7; On 01/03/2009, the Pokot raiders attacked and killed a farmer at Amolem village the one by the name;

2). Longorot Lotabo –a male aged 29

Incident 8; The Pokot raiders attacked Kainuk village killing the one by the name;

1)     Akatuyan Akwang’ole –a female aged 42

Incident 9; On 15/12/2009, the raiders shot to death a Turkana herdsman herding his shoats (shoats) a kilometer away from Kainuk police station. The escaped towards Lotong’ot after killing a KPR by name;

1)     Akidor Ikore –a male aged 39

On the same day, the Pokot also at Koputiro farms killed the one by name;

1)     Elaiyo a male aged 52

Incident 10; on 20/06/2011, two KPR at Kapelibok were attacked where one was killed and other injured. The Gun was also taken by the killers. Find here below are the names;

2)     Injured; Damien Ewoi Kalemunyang –a male aged 32

Incident 11; on 20/06/2011, the raiders shot to death a KPR at Juluk while on patrol and they also took his Gun registration number; F 25723. The names of the deceased are;

1)     Mark Egelan Lobei –a male aged 33

2. KATILU DIVISION

Main aggressors; the Pokots from Pokot North & Central districts, Kenyans.

Incident 1; On 18/04/2009 the Pokots suspected to be from Kasei shot to death the following two persons at Kalemung’orok grazing reserves and they identified as;

1)     Katilia Chodo –a male aged 27

2)     Esipinyu  -a male aged 14.

 

 

 

TURKANA WEST DISTRICT

TURKANA NORTH CONSTITUENCY

RAIDS’ OCCURANCE ESTABLISHMENT

Turkana west district borders Uganda to the west, Southern Sudan to the North, Turkana North district to the North –Eastern axis, Turkana central district to the South and Loima district to the South West. The district comprises of three (3) divisions, twelve (12) locations and thirty four (34) sub locations. It has a total of 17,060.20 square kilometers with a population of 234,268 and 39,045 Households. The economic livelihood of the people in this district is largely on livestock keeping. About 80 per cent of the population is directly engaged in livestock keeping yet the livelihood faces insecurity threats from Dodoth and jie of Uganda and the Toposa of Southern Sudan. The government and other development agents have not done much to provide permanent physical facilities like schools, health facilities and water. Any physical infrastructure in this district is all but the Catholic Church. To highlight more on insecurity and killings of the Turkana west district, refer to the facts given here below;

Incident 1; On 11/11/2011, Dodoth attacked the Turkana Kraal killing two boys by name;

TODAY’s UPDATE FROM LOROKON

 The POKOTS yesterday night 5th September, 2011 invaded a farm of Mr. LUCAS NAMUYA which is one acre and destroyed the crops growing i.e. MAIZE, SORGHUM, VEGETABLES and SUGARCANE. This was realized today morning.

 

The latest report from the community organization on the ground says that the PC Rift valley and PS are expected to tour at the site of the battle just a day after the recent visit by the PC.
